Ras Al Khaimah (the UAEs 4th largest emirate) is just 45 minutes from Dubai Creek and Dubai Airport with Marjan Island 10 minutes closer. The city of Ras al Khaimah already has a huge commercial base and the government are aiming to make it an offshore banking haven similar to that of the Cayman and British Virgin Islands.
